Google AdWords (PPC) can be administered by an internal company employee, consultant, individual, or vendor. It is essential that each recent ad that is pushed live gets monitored carefully. I suggest getting to know AdWords thoroughly through the AdWords Learning Center, the AdWords Beginner’s Guide, and online forums. I also recommend testing numerous ad campaigns, ad groups,  keywords, opportunities, and exploring settings in depth. I advise testing prodigiously in anticipation of a tremendous average position (placement in Google) and CTR (click through rate).
